(a) Except as prohibited by federal law or regulation, the department may collect fees for the services provided directly by the department or through approved providers in accordance with Subchapter D , Chapter 12 . (b) The executive commissioner by rule shall adopt standards and procedures to develop and implement a schedule of allowable charges for program services. Acts 1989, 71st Leg., ch. 678, Sec. 1, eff.
