Mo. Rev. Stat. § 67.795
in effect67.795. Submission of question, formation or expansion of a regional recreation district, when. — If the governing body of the county finds that the petition and notice meets the requirements of sections 67.793 and 67.794 , and that the boundaries as defined are reasonable boundaries for the formation of or addition to a regional recreational district, the question of the creation of or addition to a regional recreational district shall be submitted to the voters in the proposed or existing district.
