in effectAs used in NRS 427A.7951 to 427A.7957, inclusive, unless the context otherwise requires, person with a disability who needs independent living services means a person with a physical disability, as that term is defined in NRS 427A.791, including, without limitation, a person who is blind, as that term is defined in NRS 426.082, who is in need of independent living services and who does not have a vocational goal.
