In addition to any other penalties provided by law, any member of an electoral board who fails or refuses to certify the results of an election is subject to a civil penalty in an amount not exceeding $1,000. Such civil penalty shall be payable to the Voter Education and Outreach Fund established pursuant to § 24.2-131 . 2026, c. 60 .
