75 Pa.C.S. § 19
in effectNotwithstanding any other provision of law to the contrary and in order to facilitate the prompt implementation of this act, initial contracts entered into by the Department of Transportation necessary to carry out any of the provisions of this act, including the procurement of any necessary computer hardware, software, licenses or related services, shall not be subject to the provisions of 62 Pa.C.S. The department shall solicit multiple bids and shall provide written justification for the selection of successful vendors. Contracts made pursuant to the provisions of this section shall not exceed two years.
