This subchapter is not a promise or guarantee that a beneficiary will be: (1) admitted to any public or private institution of higher education; (2) admitted to a particular public or private institution of higher education; (3) allowed to continue enrollment at a public or private institution of higher education; or (4) graduated from a public or private institution of higher education.
