Santa Clara City Code § 18.116.060
in effectIn the event the applicant or others affected by the decision are not satisfied with the decision of the Director, within seven calendar days following the decision a written appeal may be made to the Planning Commission. In the event that there is any dissatisfaction with the action of the Planning Commission, the applicant, others affected, or the Council may appeal the action to the Council, in compliance with the appeal provisions specified in Chapter 18.144 (Appeals).
