In this subchapter, "detained or embargoed article" means a food, drug, device, cosmetic, or consumer commodity that has been detained or embargoed under Section 431.048 . Acts 1989, 71st Leg., ch. 678, Sec. 1, eff. Sept. 1, 1989.
