Developmentally disabled persons to be served. — Persons diagnosed as developmentally disabled as defined in 42 U.S.C. 6001, as amended, solely on the basis of a diagnosis of mental disorder or mental illness as defined in section 630.005 shall be served by appropriate agencies.
