in effect199.037. Patient rights, rules and regulations, director to promulgate — exception. — The director of the department shall promulgate reasonable rules relative to the implementation of patient rights described in sections 199.001 to 199.051 . These rules shall not apply to facilities, programs or services operated or provided by the curators of the University of Missouri.
