A state agency may pay or reimburse a state employee for a travel expense the employee incurs as a result of attempting to conduct official state business if: (1) the employee is unable to conduct the business because of a natural disaster or other natural occurrence; and (2) the expense would be payable or reimbursable had the official state business been conducted.
