§ 254 Effective date. All amendments to this Charter contained within the ballot proposition which approved the enactment of this article shall take effect on January 1, 1978, except as otherwise expressly provided in this Charter. The term "effective date" as used in this article shall mean January 1, 1978, and the term "this Charter" as used in this article shall mean the City Charter, as amended on the effective date.
