(15 ILCS 520/23) (from Ch. 130, par. 42) Sec. 23. Any State official or other person who willfully violates any provision of this Act, for which a penalty is not otherwise prescribed, or who willfully neglects or refuses to perform any duty imposed upon such person by the terms of this Act, shall be guilty of a Class 4 felony.
