This chapter prescribes the minimum requirements of sanitation and health protection in this state and does not affect a home-rule municipality's authority to enact: (1) more stringent ordinances in matters relating to this chapter; or (2) an ordinance under: (A) Section 5 , Article XI, Texas Constitution; or (B) Section 51.072 or 590.0001 , Local Government Code. Acts 1989, 71st Leg., ch. 678, Sec. 1, eff. Sept. 1, 1989.
