in effectA wholesaler of meat shall not purchase the meat of any animal except from any of the following:
(a)
A licensed slaughterer.
(b)
Another wholesaler having an established place of business.
(c)
An owner or producer of livestock which are slaughtered pursuant to Section 22007.
