Except as provided in Sections 7924.510, 7924.700, and 7929.610, this division does not require disclosure of personnel, medical, or similar files, the disclosure of which would constitute an unwarranted invasion of personal privacy.

Except as provided in Sections 7924.510, 7924.700, and 7929.610, this division does not require disclosure of records, the disclosure of which is exempted or prohibited pursuant to federal or state law, including, but not limited to, provisions of the Evidence Code relating to privilege.

(a) Notwithstanding any other provision of this division to the contrary, information regarding transportation network company drivers, as defined by Section 7470.2 of the Business and Professions Code, that is submitted to the Public Employment Relations Board pursuant to the Transportation Network Company Driver Labor Relations Act (Chapter 10.7 (commencing with Section 7470) of Division 3 of the Business and Professions Code), is not subject to public disclosure pursuant to this division and shall not be disclosed by public officials except as provided by other state or federal law. (b) This section does not prohibit or limit the disclosure of information otherwise required to be disclosed under the Transportation Network Company Driver Labor Relations Act (Chapter 10.7 (commencing with Section 7470) of Division 3 of the Business and Professions Code) to an officer or employee of a public agency when necessary for the performance of the officer’s or employee’s official duties.
