The Zoning Administrator or the Planning Commission, or Board of Appeals in reviewing a Coastal Zone Permit Application or an appeal thereof shall adopt factual findings that the
project is consistent or not consistent with the Local Coastal Program. A Coastal Zone Permit shall be approved only upon findings of fact establishing that the project conforms to the
requirements and objectives of the San Francisco Local Coastal Program.

SEC. 330.5. 3. DETERMINATION OF PERMIT JURISDICTION.
The Zoning Administrator shall determine whether or not a project is exempt or subject to a Coastal Permit Application pursuant to Sections 330.2 through 330.4 of the Planning Code. If
the project requires a Coastal Zone Permit Application, the Zoning Administrator shall determine whether the project may be appealed to the California Coastal Commission, or whether
the project can only be appealed locally to the Board of Appeals.
