(a) The department shall issue a license to each qualified applicant who applies for a service technician license. (b) The commission by rule may require an applicant for the issuance or renewal of a service technician license to: (1) provide proof that the applicant has completed an academic, trade, or professional course of instruction approved by the department; and (2) pass a written test, a practical skills test, or both.
