Nev. Rev. Stat. § 116.035
in effectDeclarant means any person or group of persons acting in concert who:
1. As part of a common promotional plan, offers to dispose of the interest of the person or group of persons in a unit not previously disposed of; or
2. Reserves or succeeds to any special declarants right.
