in effectIn determining the fiscal impact of the proposed boundary change and the economic viability of each affected county if the proposed boundary change is effected, the commission shall consider:
(a)
The cost of providing services in both affected counties.
(b)
Projected revenues available to each county.
(c)
The effect of any projected reduction in revenue available to each county.
