(a) A person who is younger than 18 years of age may not be issued a permit under this subchapter. (b) A person may not: (1) transfer a permit issued under this subchapter; or (2) obtain or attempt to obtain a permit under this subchapter by fraudulent representation. (c) A person may not alter or deface a permit. An altered or defaced permit is void.
