Md. Code, State Finance and Procurement § 7-112
in effect(a) Unless specifically authorized by law, the Governor may not submit a budget bill that changes a State statute.
(b) Subject to the limitations in the Maryland Constitution, a statute that sets a salary is superseded by passage of a budget bill that alters the salary.
