12.72.220 Promulgation of rules and procedures. The director shall have the authority to promulgate rules and procedures to effectuate the provisions of this chapter. Subject to city council approval of such rules and procedures, any violation shall be an infraction and may be corrected by the bringing of a civil action by the city and the imposition of administrative penalties pursuant to Chapter 1.28. (Ord. 2012-042 § 5)
