36-01-12.1. Fund transfer for control of diseases The commissioner may use any moneys appropriated to the commissioner for the control of animal diseases, for the rapid arrest and eradication of foot-and-mouth disease, rinderpest, contagious pleuropneumonia, or any other highly contagious or infectious animal plagues for which purpose adequate funds are not otherwise available.
