Advertise and advertising mean an attempt by written, electronic or graphic representation to elicit enrollment or the sale of goods or services. The terms include, without limitation, such representations made: 1. On signs, displays, circulars, brochures, menus of services and recruitment materials; and 2. On the Internet, through the press, radio or television, or by use of any other medium.
