The division shall: (1) charge a policyholder for the reasonable cost of services provided to the policyholder under Sections 2054.505 , 2054.506 , 2054.507 , 2054.509 , and 2054.510 (a); and (2) set the fees for the services at a cost-reimbursement level, including a reasonable allocation of the division's administrative costs.
