For purposes of carrying out the provisions of this chapter, there are authorized to be appropriated— (1) to the Department of Agriculture, $1,000,000 for each of fiscal years 1991 through 2023; (2) to the Department of Commerce, $1,000,000 for each of fiscal years 1991 through 2023; and (3) to the Department of 11 So in original.
