This chapter does not: (1) authorize a local government to adopt an ordinance, resolution, rule, or order that establishes zones or otherwise regulates the height of structures or natural growths in an area or in a manner other than as provided by Chapter 241 , Local Government Code; or (2) limit the power of a local government to regulate airport hazards by zoning.
