§ 81 Secretary. The city manager shall appoint a director of personnel who shall serve as secretary of the civil service board. The director of personnel shall act as chief examiner and supervise all examinations, subject to the direction of the board. The director of personnel shall also perform such other duties as are prescribed by this Charter, by the city manager, by the civil service board or by ordinance or resolution of the city council.
