The district may, as if the district were a home-rule municipality with a population of more than 100,000: (1) issue bonds and lease, acquire, or construct a building or facility as provided by Subchapter A , Chapter 1509 , Government Code; and (2) establish and administer a program as provided by Section 380.002 , Local Government Code.
