Sec. 1. As used in this chapter, "program" means the independent verification and validation oversight program established by the department under section 2 of this chapter.

Sec. 2. Not later than June 30, 2026, the department shall establish and maintain an independent verification and validation oversight program to provide independent oversight of contracting activities conducted by state agencies.
