The words and terms as used in this chapter have the following meanings: “State health officer” shall mean the state health officer of the state board of health, or his designated representative. “Board” shall mean the state board of health. “Hemophilia” shall mean a bleeding tendency resulting from a genetically determined deficiency factor in the blood.
