Except as provided by Section 43.0751 , beginning December 1, 2017, a municipality described by Section 43.121 (a) may annex an area for the limited purposes of applying its planning, zoning, health, and safety ordinances in the area using the procedures under Subchapter C-3, C-4, or C-5, as applicable.
