The failure of such seal to conform to the provisions of this section shall not invalidate any official act or certificate of such notary public. It shall be the duty of the Secretary of State to have printed a suitable number of copies of this section and to deliver to each notary public hereafter appointed a copy at the time of the issuance of his commission.
