(a) Except as otherwise provided by this title, a hearing conducted under this title is not subject to: (1) Section 2001.038 , Government Code; or (2) Subchapters C-H, Chapter 2001 , Government Code. (b) A commission order or decision that results from a hearing conducted under this title is not subject to the requirements imposed under: (1) Section 2001.004 (3), Government Code; or (2) Section 2001.005 , Government Code.
