Sec. 9. Nothing in this chapter shall be construed as: (1) requiring a political subdivision to assume ownership, maintenance, or liability of a private road within the subdivision governed by the homeowners association; or (2) converting a private road within the subdivision governed by the homeowners association into a public highway.
