(a) If a provision of this chapter is inconsistent with a federal law governing money transmission, the federal law preempts this chapter to the extent of the inconsistency. (b) If an inconsistency exists under subsection (a) of this section, the Commissioner may provide interpretive guidance to do all of the following: (1) Identify the inconsistency. (2) Identify the appropriate means of compliance with state or federal law.
