(15 ILCS 410/4) (from Ch. 15, par. 404) Sec. 4. Organization. There is created in the Office of the Comptroller: (a) a Department of Human Resources, headed by a Director, which shall be a department of the Office of the Comptroller with primary responsibility for personnel transactions; and (b) a Merit Commission.
