12.08.020 Cement, plaster, silt, etc., in streets and gutters.
It is unlawful for any person to mix concrete, plaster or other material of like character on the surface of any improved street within the city, or for any person to willfully or negligently cause or permit concrete, cement, water bearing cement, sand, silt or any substance which may tend to clog gutter drains to enter the gutter drains within the city.
