12.100.060 Budgeting.
A. To fund the commitments, obligations, and liabilities created under this chapter, the city manager shall first allocate the money from external sources, such as county, state, and federal governments. B. If the resources allocated in subsection A are not sufficient to meet the commitments, obligations, and liabilities created under this chapter, the city manager shall then annually allocate up to 50% of unobligated general fund year-end resources, as identified in the city's budget, not to exceed $5,000,000.
