12.40.020 Adoption of resolution-Findings required.
The city council may adopt a resolution authorizing the restriction of vehicular or pedestrian traffic through any alley or alleys pursuant to this chapter by means of gates, barriers, or other control devices, when the city council finds that such restriction is necessary for the protection or preservation of the public peace, safety, health, or welfare.
