3.140.420 Changes of organization of district.
The city council, either in single proceeding or by separate proceedings, may order one or any combination of the following changes of organization: A. The detachment of territory from the Franklin Villa assessment district; B. The dissolution of the Franklin Villa assessment district; C. The consolidation of the Franklin Villa assessment district into a single assessment district with any other district with the same or similar function formed pursuant to the laws of the state or any procedural ordinance of the city.
