3.72.120 Contract without bids-Negotiation of terms.
The council may, without competitive bidding, enter into a contract, when any one or more of the following conditions exist: A. The bid process as prescribed in this chapter has failed to produce a successful bidder pursuant to Section 3.72.100. B. The council determines that special circumstances make the use of the bid procedure inappropriate. C.
