A. Recommendation to the Council. After a public hearing on a proposed amendment to the General Plan, this Zoning Code, the Zoning Map, or the adoption or amendment of a specific plan, the Department shall forward the recommendation and findings of the Planning Commission to the Council. B. Recommendation to the Applicant. The recommendation and findings shall be mailed to the applicant at the address shown on the application.
