Access to off-street parking and loading areas. Access to off-street parking or loading areas shall be prohibited from street or alley frontages opposite residentially zoned lots. This prohibition shall not apply under the following conditions: A. There is no access to the lot from another street or alley within an industrial zone. B. The Director has determined that the lot width and depth prevents a workable plan for the building parking and loading if access is not allowed from a street or alley across from a residentially zoned lot.
