§ 4-09 Sale or Use of Cigarettes Without Stamps. (a) Notwithstanding any other provision hereof, the Commissioner of Finance may, subject to the approval of the State Tax Commission, provide at any time that the tax imposed by the law shall be collected without the use of stamps.
