4-360-090 License - Issuance and selection procedure. If the number of qualified applicants for a license under this chapter exceeds the number of such licenses available, as set forth in Section 4-360-070, the commissioner shall grant all such available licenses by the random selection of qualified applicants. In all subsequent license periods, preference shall be given to applicants holding current licenses hereunder, and the remainder of available licenses, if any, shall be granted by random selection of qualified applicants.
