§ 22-136 Use of private facilities. The board of estimate may hire or contract for use by the city in supplement or extension of its terminal facilities such ways, stations, basins, plant or service as, being owned or controlled by others than the city, shall be needed or proper to that end, but not for a longer period than twenty-five years, except as provided for by option to the city.
