13.10.200 Purpose. The purpose of this article is to protect the public health, safety, and welfare of all the citizens of the city by requiring that the accumulation, collection, removal, and disposal of garbage from lands, buildings, apartments, hotels, and all other premises within the city be handled in a manner that provides for the greatest good and the least possible inconvenience and impact to the city and city residents and businesses.
