Sec. 22.519. Payment to be made by Department. Payments or refunds to officers or employees of the City for charges for telephone calls in connection with City business, and paid by said officers or employees out of their personal funds, shall be made by the department in which the officer or employee is employed, and shall not be subject to the accounting procedure of the Department of General Services herein provided.
